NASA’s Science Mission Directorate (SMD) intends to launch a draft Announcement of Opportunity (AO) for 2022 Heliophysics Small Explorer (SMEX) missions in March 2022 and a remaining AO in June 2022. In conjunction with the 2022 SMEX AO launch, a separate Heliophysics Explorers Program (HEP) Mission of Opportunity (MO) science investigations AO through a Program Element Appendix (PEA) to the Third Stand Alone Mission of Opportunity Notice (SALMON-3) is deliberate. The Heliophysics Explorers Program conducts Principal Investigator (PI)-led house science investigations in SMD’s Heliophysics packages below a not-to-exceed value cap.
SMD estimates that not more than three 2022 Heliophysics SMEX investigations might be chosen for 9-month, $2.0M (Fiscal Year 2022) Phase An idea research. At the conclusion of these idea research, it’s anticipated that a minimum of one SMEX investigation might be down-selected to proceed into Phase B and subsequent mission phases. The SMEX AO PI Managed Mission Cost (PIMMC) Cap for Phase A-F of investigations might be $150M (Fiscal Year 2022), excluding commonplace launch companies. The value of any mission particular and particular launch companies is the duty of the PI and should be included throughout the PIMMC Cap. A 25% minimal unencumbered value reserve on Phases A-D might be required throughout the AO Cost. Lower-cost investigations and cost-efficient operations are inspired. When obtainable, the draft and remaining AO textual content might be posted on the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES): https://nspires.nasaprs.com/
The separate HEP Mission of Opportunity (MO) science investigations PEA to SALMON-3 could solicit Small Complete Mission (SCM) MOs, together with investigations requiring flight on the International Space Station (ISS). It is anticipated that not more than 4 2022 HEP MO investigations might be chosen for 6-month, $500K Phase An idea research by way of this PEA Solicitation. Small Complete Mission MOs are solicited in two individually evaluated teams outlined by totally different Phase A-F PIMMC Caps. Standard-class MOs might be outlined by a PEA PIMMC that’s anticipated to be no better than $70M in FY 2022 {dollars}. SmallSat-class MOs might be outlined by a PEA PIMMC that’s anticipated to be no better than $35M in FY 2022 {dollars}. A 25% minimal unencumbered value reserve on Phases A-D might be required throughout the PIMMC for each courses.
With particular exceptions described under, the price of launch companies should be included throughout the MO PIMMC. At the conclusion of these idea research, it’s deliberate that a minimum of one 2022 HEP MO investigation might be down-selected to proceed into Phase B and subsequent mission phases. Additional MO investigations could also be down-selected relying upon the standard of the idea research and the finances obtainable at the moment. The distribution between the 2 courses of MOs for both Phase A research picks or down-selection is neither pre-determined nor assured.
The SMEX mission launch companies may be NASA-provided or PI-provided. As all payloads solicited below the 2022 Heliophysics SMEX are Class D, the NASA-provided entry to house might be both by way of the Launch Services Program (LSP) Venture-Class Acquisition of Dedicated and Rideshare (VADR) Launch Services, by way of Rideshare on NASA Primary launches, or International Space Station (ISS) hooked up payload launches.
Launch automobile commonplace companies might be offered as Government Furnished Equipment (GFE), and the price won’t be included within the PIMMC cap. If the PI offers the launch service, then SMD will enhance the AO value cap as much as $12M (Fiscal Year 2022) protecting the precise launch value.
For HEP 2022 Missions of Opportunity, each PI-provided and NASA-provided entry to house are permitted. With the exception of ISS missions and contributed launches, the price of MO mission entry to house should be included throughout the PEA PIMMC. NASA offered entry to house for ISS MO investigations is outdoors the PEA value cap. The value of any mission particular and particular launch companies is the duty of the PI and should be included throughout the PIMMC Cap.
The HEP 2022 Mission of Opportunity PEA-defined rideshare entry to house could happen as a Rideshare on NASA Primary launches or by way of VADR on an Evolved Expendable Launch Vehicle Secondary Payload Adapter (ESPA) or ESPA Grande depending on the chance. For Standard-class MOs, the PEA value cap might be adjusted downwards by $4.2M for every port required on an ESPA and by $6.5M for every port on an ESPA Grande. For Standard-class MOs utilizing NASA-provided entry to house with commonplace launch companies as a VADR Primary Payload with functionality to raise ~150kg to low earth orbit (LEO), the PEA value cap might be adjusted downwards by the VADR launch service worth to not exceed $12M.
For SmallSat-class MOs, rideshare entry through VADR to LEO or Geostationary Transfer Orbit on an ESPA or ESPA Grande is offered by NASA outdoors the PEA value cap. For SmallSat-class MOs, PEA-provided entry to the International Space Station (ISS) is offered by NASA outdoors the PEA value cap. For SmallSat-class MOs utilizing PI-provided entry to house, the PEA value cap could also be adjusted upwards by $4.2M.

Heliophysics Explorers Program investigations should be compliant with NASA Policy Directive 1001.0C entitled “NASA Governance and Strategic Management Handbook” and tackle NASA’s heliophysics science targets as described within the 2020 NASA Science Mission Directorate technique doc; “Science 2020-2024: A Vision for Scientific Excellence.”
Inclusion is a NASA core worth present in NPD 1001.C. SMD is dedicated to a tradition of inclusion, range, fairness, and accessibility (IDEA) the place all staff really feel welcome, valued, revered, and engaged. NASA expects that its IDEA philosophy might be mirrored within the composition of all Announcement of Opportunity (AO) proposal groups. SMD additionally expects that every one AO mission tasks will clearly outline the ideas by which staff members can function in an inclusive and equitable atmosphere. SMD additionally expects numerous and inclusive scientific, engineering, and expertise communities in peer evaluation panels (science, engineering, and expertise), science definition groups, and mission and instrument groups.
NASA values the use of modern, new applied sciences and encourages the demonstration of them in mission-relevant environments. SMEX investigations could subsequently suggest PI-Team-Developed Enabling and Enhancing Technology Demonstration Opportunities (TDOs) to exhibit new capabilities. PI-Team-Developed Enhancing TDOs, like Science Enhancement Opportunities (SEOs), are funded outdoors of the AO Cost Cap and could presumably not be chosen even when the mother or father mission is chosen for flight.
NASA endeavors to supply NASA-developed applied sciences for NASA-Developed Enabling TDOs on science missions. The particular applied sciences to be provided for 2022 Heliophysics SMEX have but to be decided. More details about NASA-developed applied sciences might be introduced at a future date.
Foreign contributions to science devices could not exceed roughly one-third of the science payload. Proposals shall embrace a dialogue of the dimensions of any internationally-contributed devices, how the proposed contribution is in line with NASA’s coverage that the contribution doesn’t exceed roughly one-third of the science payload, and how the programmatic dangers related to the contribution might be dealt with.
